Marcelle , a small-business owner in his home country, was educated in France. He speaks several languages. With the possibility of the election of a new, democratic government in his country, Marcelle became active in voter registration and other political activities. When his brother, who was also politically active, was arrested, Marcelle fled the country. He was invited back, with the promise of safety, to participate in a conference on the possibility of collaboration between the candidates. Believing the promise, Marcelle returned, committed to helping his country build a democratic government. As soon as he entered the country, however, he was arrested. He was told that his brother had been killed and that he would be punished because of his “subversive” activities. He was beaten, subjected to application of electrical shocks to his fingernails and toenails, kept in a small box and threatened with death. Marcelle was released, but he knew that the reprieve was only temporary. He fled the country for the United States, where he applied for asylum.
